BioShock Infinite strives to be that something more. The technology and gameplay are not the raison d’être of BioShock Infinite. They’re simply an enabling backdrop, providing the tools to create characters and a narrative.

There’s always a fundamental contradiction in video games between allowing players freedom to do anything they want and leading them along a story. That’s also one of the reasons why it’s so difficult to convert video games into movies.
